PROBLEM: 

Version 4.10, trans-set 832  Seg-seq 34, pos 8, line 1 (a qualifier) 
was not generating a formula program even though the mappping seemed to 
be the same in a lower version . Furthermore  when the value was mapped 
as a qualifier, that position was not being generated.  

SOLUTION:

The field countries requires to be US or asterisk.  Client standard map 
and our web site have the field defined as "*" as default.
